Putin signs decree on fall conscription
The military will recruit 133,000 conscripts during the fall conscription.

Russians between the ages of 18 and 30 will be called up for service. At the same time, soldiers, sailors, sergeants, and petty officers whose conscription period has expired will be discharged.
According to the decree, the draft will last from October 1 to December 31, 2024.
Vice Admiral Vladimir Tsimlyansky, deputy head of the main organizational and mobilization department of the General Staff of the Russian Armed Forces, claimed that the current conscription campaign will continue to use paper conscription notices.
According to him, conscription notices will be issued both in person against a receipt and sent by registered mail. At the same time, an electronic register of conscription notices will be tested in three regions – the Ryazan region, the Republic of Mari El, and Sakhalin.
Electronic conscription notices will be introduced in accordance with the law on the creation of a unified registry, adopted in April 2023.
Electronic draft notices
The start of the use of electronic conscription notices during the fall conscription was already announced in April 2024.
According to the plan, it was scheduled to start working on October 31, 2024, and the next day, the relevant categories of recruits would start receiving electronic conscription notices.
Persons liable for military service will be notified of all new entries in the register through the Gosuslugi (State Service – ed.) service. In particular, this will include notifications regarding the removal or acceptance of a citizen for military registration and temporary restrictive measures in connection with sending conscription notices.
As part of the new ruling, the conscription notice will be considered served seven days after it is placed on the register. Once the notice is sent to the conscript, he will automatically be denied the opportunity to leave the territory of the Russian Federation.
In July 2023, the conscription age in Russia was raised to 30 years. According to open sources, there are about 15 million men aged 18 to 30 in Russia.
